For eight years the United States has operated a military prison at its naval base in Guantanamo Bay, Cuba. The maximum-security facility is used to house prisoners charged with terrorist offences. Because it has a bad reputation, the new American administration has vowed to shut it down. But the status of one prisoner, a young Canadian named Omar Khadr, remains unclear.
